No Nuke here but it's certainly ripping off that film with its cyborg samurai hero.
No more Rs to be revealed but on the other wing of the plot there's rather more eastern supernatural mysticism than western Rock and Roll.

I wouldn't be a bit surprised if you'd seen it. If you haven't you'd probably enjoy it for its low budget cheesiness as it borrows from much better movies.

Both right. It is the profoundly silly Robo Vampire in which a drug cartel decides that oriental vampires are a definite defensive upgrade over their complement of goons meanwhile the local drug squad ups their game by going all robocop by turning a casualty into a cyborg samurai. It's a bizarre low budget mash up of, the considerably better, Mr Vampire, A Chinese Ghost Story, and Robocop.
It must have done reasonably well as there is an alleged sequel. I say alleged on the basis that Robo Vampire 2: Devil's Dynamite was actually filmed a year earlier..

if you want the dubious pleasure of seeing these, they are both currently available on youtube.
